CHALLINOR TO SEEK HALTON REGIONAL COUNCIL SEAT
FOR IMMEDIATE RELEASE
Milton Ontario – May 13, 2026
Veteran Milton Councillor John Challinor announced today that he is seeking a seat on Halton Regional Council as Regional Councillor, Ward 2.
Mr. Challinor currently serves as Local Councillor, Ward 2, and is running to replace current Ward 2 Regional Councillor Rick Malboeuf, who announced his retirement at Milton Council at its regular meeting of May 11th.
He is seeking the support of Ward 2 residents as their representative at Halton Council to address what he sees as three major issues affecting Milton at the Regional level:
- Regional services in Milton: Halton Region needs to ensure that regional services, specifically including housing, policing and public health, are increased equitably and in a timely way that corresponds with Milton’s growth plans out to 2051;
- Regional Road Infrastructure in Milton:Halton Region needs to ensure that it is widening existing regional arterial roads and building new regional arterial roads thoughtfully and in a timely way that corresponds with Milton’s growth requirements out to 2051; and
- Regional Water/Sewer Infrastructure in Milton: Halton Region needs to ensure that it is increasing water and sewer capacity as well as adding pumping station capability fairly and in a timely fashion that corresponds with Milton’s growth requirements out to 2051.
Mr. Challinor will bring considerable current and previous Regional experience to the role of Regional Councillor, Ward 2:
- He is currently Halton Region’s representative on the Grand River Conservation Authority, currently serving the authority as Chairman. The GRCA is the largest CA in Ontario and the oldest in North America. Mr. Challinor is currently co-leading the amalgamation of the GRCA with three other CAs;
- Over the last eight years, he has occasionally worked with Councillor Malboeuf and senior Region of Halton staff on matters affecting Ward 2 residents;
- When Halton Region proposed an official plan that was detrimental to Milton’s future, Mr. Challinor proposed a Made-in-Milton solution that was supported by Milton Council, Town staff and, ultimately, the Government of Ontario. It led to Milton increasing local control over long-term planning and Halton Region losing that control;
- Mr. Challinor served for nine years on the Region of Halton’s Joint Municipal-Regional Waste Management Committee and two years on its earlier Citizens Committee on Waste Management, which led to the creation of the current landfill site;
- He served on Halton Region’s Citizens Task Force on Property Tax Reform.
“As before, I will continue to regularly propose innovative ideas that become workable solutions for improving municipal services, making local government more accountable and reducing the financial burden on hard-working property taxpayers and, in particular, young families and seniors.”
Beyond helping almost 1,000 Miltonians over the last eight years with their individual municipal concerns, over the last four years Mr. Challinor brought forward investment fund measures that reduced operating budget pressures on taxpayers, began to address illegal u-turns, controlled rooming houses and short-term rentals, introduced lighted pedestrian crosswalks and other road safety measures, banned consumer fireworks, established Adopt-A-Park/Adopt-A-Road beautification programs, identified needed turning lanes on arterial roads and identified expense reduction measures to reduce annual property tax increases.
